This depends completely on your tastes. If you like the café scene, I would say the 5th or 6th. If you want a quiet hotel in a central location, the 7th. If you want something youthful and fun with great shops, the 4th or 5th. I explain each arrondissement in my hotel section of this website. In short, I would go for something central, but my favorites are the 5th, 6th and 7th.
